INTEGRATED MANAGEMENT OF THE URBAN ENVIRONMENT - AN OPTION FOR SUSTAINABLE

This work proposes a new urban management tool which integrates aspects that were previously fragmented in administrative practices, and effectively incorporates the social and environmental dimensions into the process, guiding municipal districts towards sustainable development. To put the proposed concepts into practice, the Balanced Scorecard (BSC), a tool used in the corporate environment, was adapted and integrated to a Multi-level Structure for Performance Assessment, supported by a system of sustainability indicators. The resulting tool enabled a thorough analysis of the situation of each municipal district, and the communication of this situation to the population in general. It also enabled the construction of future scenarios. Due to its flexibility, it represents an advance in the decision-making process in municipal management and planning.Downloads
