The text addresses public and private issues related to Brazilian public politics. Supported by the classical studies of Habermas, Freyre and Holanda on the public sphere, and by Brazilian cultural development, it addresses the historical processes that led to the construction of these concepts, in order to achieve a better understanding of the relationship between the political field and civil society. This study aims to elucidate how the logic of individual-over-general was established, which assures private interests in the public political sectors in Brazil.
