Abstract

This article considers the educational reforms related to public policies for Special Education, in order to investigate the emergence and operability of Special Education by means of the Specialized Educational Assistance (SEA) in inclusive schools. Based on an exploratory study carried out in the field of Foucauldian Studies in Education, we have come to understand Social Medicine, Psychology and Pedagogy as conditions of possibility for the emergence of Special Education, and have investigated the word-reason-order triad in the operability of this specialized education. We  conclude that despite the educational reforms, we are still producing prisoners of the school system, thus creating exclusionary inclusions and inclusive exclusions.
